Early morning is the best where you can only hear the birds chirping and not the loud noise your neighbor makes. There is no place requirement, what is important is that you can comfortably sit and have a few minutes not being bothered.

 Find the sitting position you’re comfortable with, do not give too much consideration of what others are doing in terms of sitting. Further, other than just sitting anywhere one should also use a meditation cushion in order to sit happily and comfortably while meditating. Remember that no two birds are the same.
